Section 17
Student admission and academic calendar
(1) Every year, the Commission shall determine the number of seats for universities, institutes and other educational institutions based on the criteria as prescribed.
(2) When enrolling students, universities, institutes or other educational institutions shall enroll students based on the merit order of the entrance examination as per Section 16. But in the case of admission to the scholarship and reserved seat provided by the Government of Nepal, the person recommended for such seat should be admitted on the basis of merit.
(3) Universities, institutes or other educational institutions shall admit the students selected through the entrance examination in accordance with the matching system.
(4) Colleges run by domestic investment shall provide at least ten percent of the total number of seats and educational institutions run by joint investment of Nepali and foreigners or foreign investment shall provide at least twenty percent of the total number of seats to the Government of Nepal as free scholarships.
(5) The number of foreign students shall not exceed one-third of the total number of seats allotted for undergraduate and postgraduate levels.
(6) Notwithstanding anything written in sub-section (5), in the case of educational institutions providing twenty percent of seats as free scholarships to the Government of Nepal, the maximum number of seats for foreign students shall be fifty percent.
(7) The public educational institution shall provide at least seventy-five percent of the number of seats available in the undergraduate program for free scholarships and such seats may be gradually increased in consultation with the Commission.
(8) The government of Nepal will provide a lump-sum grant to public educational institutions for providing free scholarships as per sub-section (7).
(9) An integrated annual academic calendar will be implemented for MBBS, Dental and other programs in educational institutions.
(10) Other arrangements related to providing scholarships will be as prescribed.
